The programme was set up by the German Federal Ministry for Economic Cooperation and Development (BMZ) to foster the involvement of the private sector at the point where business opportunities and development policy initiatives intersect. For the past 15 years BMZ through the programme has provided companies investing in developing and emerging countries with financial and, if required, also professional support.

In the context of a partnership, companies will always cooperate with public partners responsible for implementing the programme on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ): E.g. Deutsche Investitions- und Entwicklungsgesellschaft mbH (DEG), and sequa gGmbH. Companies benefit from the decades of professional and regional experience of these organisations in developing and emerging countries, as well as from their contact to governments, business associations and companies at the local level.

Austrian Development Cooperation supports countries in Africa, Asia, South Eastern and Eastern Europe as well as the Caribbean in their sustainable development. The Federal Ministry for Europe, Integration and International Affairs plans the strategies. The Austrian Development Agency (ADA), the operational unit of Austrian Development Cooperation, implements programmes and projects together with public institutions, civil society organisations as well as enterprises.
